Which are the most dysfunctional teams in the NFL?

The NFL is rife with examples of dysfunction. On the league-level, the Commissioner himself, Rodger Goodell, has been the source of much of this dysfunction, doling out arbitrary consequences for personal conduct violations and seeing his authority repeatedly undermined by the courts.

Nearly all individual teams, even the most successful, have had chaotic moments. The New England Patriots have been plagued with allegations of cheating and suffered through the horror of seeing their star tight end Aaron Hernandez convicted of murder. In general, though, the Patriots organization is highly functional, thanks to strong front-office leadership and a talented, reliable coaching staff. Teams with a strong foundation can recover after scandal, setbacks, and disappointments.

Other teams, however, are systemically dysfunctional, leaving fans dejected and outsiders shaking their heads in disbelief week after week, season after season. These teams are often the butt of jokes, and a source of extreme criticism by journalists.

There are many ways of measuring dysfunction, but this list is comprised of teams that have a pattern of dysfunction among management, coaches, or players.
