Marqise Lee still hasn’t hit his prime, and someone is going to pay him to be their top target hoping he develops into a Pro Bowler.

There’s no doubting that this year’s free agent class at wide receiver isn’t stacked. That’s not to say it isn’t full of talent that is bubbling under the surface, waiting to boil and be a top talent in the league.

Marqise Lee perfectly embodies this idea. He’s not a Pro Bowler, isn’t in the conversation for the best receiver in the game, and will fly way under the radar for a lot of teams. A team that signs him is buying future stock, investing in his future and hoping that he’s coming to a system that can help him flourish.

1. Baltimore Ravens

It’s almost a default to put the Ravens on every list of free agent wide receiver. Baltimore needs anybody that can catch the ball, and Lee could be a sneaky good signing for them. He’s not yet in his prime which means developing this year as Joe Flacco’s top target could benefit him and the Ravens in the long haul.

2. Seattle Seahawks

If Seattle is serious about gutting its defense — purging the Legion of Boom — in an effort to build around Russell Wilson, they need to go hard. Jimmy Graham is gone and Paul Richardson appears to be as well. Marqise Lee feels like a Seahawks receiver; he’s not the sexiest pick and isn’t a superstar name but can deliver. Wilson needs another top target next to Doug Baldwin and Lee might be able to fill that need.

3. Jacksonville Jaguars

The most logical choice for both Lee and the Jaguars is to keep re-kindle their union. Who do the Jaguars expect to catch the ball next year? Allen Hurns and Keelan Cole are the top two targets, and it feels a lot like the conundrum the Bills were in before trading for Kelvin Benjamin. Lee knows the system and can keep continuity on offense. If he wants to be a No. 1, then he’ll need to earn it and the Jaguars investing him in is a wise move.
