STARTING PITCHERS

The biggest debate on Monday’s slate is whether or not to roster Stephen Strasburg. His $13,600 price makes it difficult to pay in the $8,000-range for a Tyson Ross, Jeff Samardzija or Michael Fulmer without sacrificing money for bigger bats.

That philosophy actually worked on Sunday rostering Scherzer and Sale, but on a smaller slate the value may not be there with plenty of promising offense to be had.

Jeff Samardzija ($8,400) is pitching at a hitters ballpark in Citizens Bank Park, but the Phillies have the second-worst strikeout rate at 26.3 percent, which is the same as Michael Fulmer’s ($8,000) opponent in the Texas Rangers.

In a small sample size, the Phillies are 5 for 18 (.278) against Samardzija. The Rangers are 11 for 34 (.324) lifetime against Fulmer.

Pitchers are going to give up runs on this slate, but those strikeout rates may be worthwhile as a result.

TOP TIER

Stephen Strasburg ($13,600), at Padres

Strasburg only has a 28.6 percent strikeout rate this season. Though the Padres are worst in the league with a 27.2 strikeout rate and the friendly Petco Park plays further in Strasburg’s favor. San Diego is only 14 for 73 (.192) lifetime while Chase Headley has a pair of doubles of the right-hander.

Others: Jeff Samardzija ($8,400), Michael Fulmer ($8,000)

VALUE

Jarlin Garcia ($5,900), at Cubs

Garcia has been surprisingly impressive to start his career and is doing it without striking guys out at a high rate (18.6 percent this season). In his season opener, the Cubs were just 3 for 22 against him with six strikeouts and no extra-base hits.
