. Cleveland Browns. 32. team. 53. The roster is much better, and John Dorsey is a competent GM. Still, you have to win a game before moving out of the basement..

31. team. 46. Do we know if Andrew Luck can throw a regulation football? Until then, the Colts are in the cellar next to the Browns.. . . Indianapolis Colts

16. Tough break for the Bills, who finally got back to the playoffs last year. Still, it’s clearly a rebuild in western New York.. . . Buffalo Bills. 30. team

29. team. 32. The Cardinals could be sneaky, but the quarterback situation is uncertain and the overall depth of the roster has eroded badly in recent seasons.. . . Arizona Cardinals

. New York Jets. 28. team. 30. Sam Darnold could very well be the savior Gang Green is looking for … but not in 2018..

. Tampa Bay Buccaneers. 27. team. 48. The early portion of the schedule is brutal, and Jameis Winston is suspended for it. Not a great combination..

Miami Dolphins. 26. team. 59. Miami has to show something this year, or there’s a good chance that Adam Gase and Ryan Tannehill will be unemployed come January.. .

The Raiders hired Jon Gruden became an ARRP meeting. Oakland has talent, but there are too many questions to rank higher than this.. . . Oakland Raiders. 25. team. 28
