21. Gardner Minshew (LW: 23)

Minshew and the Jaguars sent the Raiders packing from Oakland on a sour note last Sunday. As for the quarterback, he’s a promising rookie — especially for a sixth-round pick — but he needs to improve to remain a starter.

20. Sam Darnold (LW: 20)

Darnold has glimpses that make one believe. He has great arm talent, he can throw from odd angles and he’s been successful for stretches. The problem is being turnover-prone and consistency. It’s also Adam Gase.

19. Carson Wentz (LW: 18)

Wentz is confounding. He’ll make some of the nicest throws you’ll ever see, and then turn around and miss easy ones with an interception sandwiched in. It’s maddening. He also has the worst receiving corps in football.

18. Kyler Murray (LW: 19)

Murray played well on Sunday in Arizona’s win over the Browns. The No. 1 overall pick ranks 14th in QBR and should wind up accounting for more than 4,000 total yards. It’s a nice start for a talented kid.

17. Josh Allen (LW: 16)

Allen hasn’t played well over the past two weeks. Completing 59 percent of your throws for the year? Bad. Ranking 25th in QBR? Bad. Helping your team to 10-4 with the occasional big play and great scrambling ability? Good.
