3. Wide Receiver Breshad Perriman

Regardless of whether Foles or Minshew is taking snaps for the Jaguars in 2020, the team needs to get more weapons for their starting quarterback. Leonard Fournette is a good running back and D.J. Chark emerged as a top target this season, but there is little depth among the pass catchers.

The issue with the receiver position in free agency is that there are few slam dunk options available. Amari Cooper is the unquestioned top guy, but he will probably be out of the Jags’ price range, while veterans like A.J. Green and Emmanuel Sanders will most likely avoid Jacksonville since they are ring hunting.

Jacksonville could throw a boatload of money at Robby Anderson and hope his late-season emergence with the Jets was legit, but the smarter play would be to shoot for a similar breakout at a lower price point with Breshad Perriman. The one time first round pick of the Baltimore Ravens found a niche in Tampa Bay last season, catching 36 passes for 645 yards and six touchdowns.

Five of those scores came over the final four weeks of the season, when Mike Evans went down with a hamstring injury that knocked him out for the rest of the year. Perriman received more target share from Jameis Winston and looked well suited for a more marquee role, which would be a solid investment for the Jags.

The idea here would be to pair Perriman with Chark, utilizing Perriman’s blazing speed to blow the top off of defenses. It also wouldn’t break the bank to bring in Perriman, which is critical considering the lack of major flexibility that the Jags have with the salary cap this winter.
