Indianapolis Colts

1. Philip Rivers
2. Amari Cooper
3. Javon Hargrave

Projected to go into the new league year $86m under the cap, the Colts simply have not spent in recent times. This is the year for general manager Chris Ballard to do that and elevate a team that can be significantly better than last year’s 7-9 record back to the ranks of AFC South contenders.

Much will depend on whether the Colts are willing to give Jacoby Brissett another crack at being the starter. If that is not the case, then Rivers, who has a good relationship with Colts offensive coordinator Nick Sirianni, is a logical fit to take the reins under center.

Regardless of who is playing quarterback, improving the receiving corps is a must, and the Colts undoubtedly have the means to make Cooper the highest-paid wideout in football if the Dallas Cowboys allow him to leave.

The pass rush is another area in obvious need of a boost. Hargrave will come at a sizeable cost, but would be worth the outlay given his ability to stop the run and push the pocket from the nose tackle position. The former third-round pick has 10.5 sacks and 13 tackles for loss over his last two seasons.
