3) Cleveland Browns – Ray Farmer

Ray Farmer has only bee the actual general manager of the Cleveland Browns since last season, but he has put together quite the resume in such a short time. Farmer had two first-round picks handed to him for the 2014 NFL Draft and he couldn’t have made a bigger disaster of them, taking both cornerback Justin Gilbert out of Oklahoma State and quarterback Johnny Manziel from Texas A&M. Gilbert has proven to be the biggest bust in that draft class to this point, while Manziel was taken ahead of both Teddy Bridgewater and Derek Carr.

Manziel’s selection was the kind of move that bad teams and bad executives can get behind. Everybody knew about his off-field issues and yet the Browns, a team with absolutely no winning or stable culture, decided to take a shot on the guy. It has turned out exactly how you would expect. Then factor in the decision to let Brian Hoyer walk, along with being suspended for four games due to Farmer texting down to the sideline, and it is a total mess. Farmer will likely keep his job for another year or so before getting fired, but he has left quite the stink on the organization.
